hand the risks that might arise from an

incomplete understanding on the part of

the Director of Education of the political

or social reactions likely to be produced

amongst the Chinese community.

9. I am advised that for this

purpose it would be desirable, with the

co-operation of the Board of Education,

to invite some well-qualified person who is

experienced in educational organisation in

this country and overseas to visit Hong Kong

and to make a report on the whole question.

I have in mind such a person as Mr.F.O.Mann,

one of H.M. Inspectors of Schools, a member

of my Advisory Committee on Education in

the Colonies, who has had experience in

Egypt and as a member of the Inspection

Committee of Gordon College, Khartoum.

I should particularly desire that, if you

agree to a visit of this nature, it should
